Strategic research and development programmes are high-budget programmes resulting from the state’s scientific and innovative policies for social and economic development Poland. The basis for their preparation is the National Research Program, established by the Resolution of the Council of Ministers on 16 August 2011, which defines the strategic directions of research and development. Based on the directions indicated in the document, the Council of the National Centre for Research and Development shall prepare draft strategic programs and then submit them to the Minister responsible for science for approval.
The strategic programme consists of projects to solve specific technical, scientific or social problems. Project competitions are top-down, which means that applicants should take full account of the requirements set out in the competition notice. The implementation of strategic programmes contributes to the consolidation of the best research teams and the integration of scientific and economic circles around issues crucial for the development of the country.
