The Law on Higher Education and Science (OJ 2018, item 1668, as amended) introduces, in the field of material assistance, among other things, the following changes in relation to existing regulations:<\/p>\n<p><strong>Article 93 (1) section <\/strong><strong>2<\/strong>. <strong>point 1<\/strong><\/p>\n<p>The benefits referred to in \u00a0Art. 86 sec. 1 points 1-4 and art. 359 paragraph. 1. (i.e. social scholarship; scholarship for persons with disabilities; grants; the Rector&#8217;s scholarship and the Minister&#8217;s scholarship) are awarded in first-level studies, second-level studies, and uniform master&#8217;s studies, <span style=\"text-decoration: underline\"><strong>for no more than a&nbsp;period of 6 years;<\/strong><\/span><\/p>\n<p><em>&#8216;The question of the period during which university students are entitled to material assistance and the Minister&#8217;s scholarship for significant achievements has been clarified. First of all, students of first-cycle studies, second-cycle studies, and uniform master&#8217;s studies are entitled to it, but not longer than for a&nbsp;period of 6 years. This means that the total period during which a&nbsp;person may receive study benefits, regardless of their type and duration, as well as the universities in which they are held, may not exceed 6 years. This period also runs when the person is on leave from classes but remains at the university. <span class=\"VIiyi\" lang=\"en\"> <span class=\"JLqJ4b ChMk0b\" data-language-for-alternatives=\"en\" data-language-to-translate-into=\"pl\" data-phrase-index=\"4\">In the event of an interruption and resumption of studies, the counting of the indicated period is continued, not restarted<\/span><\/span>. This will counteract the phenomenon of multiple recruits for the first year of first-level studies only for the purpose of obtaining material assistance benefits.<\/em><\/p>\n<p><em>Subsequently, university material assistance and the Minister&#8217;s scholarship for significant achievements are not awarded to a&nbsp;student with a&nbsp;master&#8217;s degree, master&#8217;s degree in engineering or equivalent \u2013 regardless of\u00a0 the date when it was obtained and the program.\u00a0 The right to these benefits shall also be denied to a&nbsp;person holding a&nbsp;bachelor&#8217;s degree, an engineer, or an equivalent if s\/he re-enrolls in first-cycle studies. These restrictions also apply to professional titles obtained abroad.&#8221; [Przewodnik po systemie szkolnictwa wy\u017cszego i&nbsp;nauki Warszawa 2019 Cz\u0119\u015b\u0107 I]<\/em><\/p>\n<p><strong>Article 88\u00a0 section <\/strong><strong>4<\/strong><\/p>\n<p>The Rector or the scholarship or appeal committee shall <strong><span style=\"text-decoration: underline\">refuse to award a&nbsp;social scholarship<\/span><\/strong>\u00a0to a&nbsp;student whose monthly income per person in the family does not exceed the amount referred to in Article 8 section 1 point 2 of 12 March 2004 for social assistance <strong>(currently pln 528), <span style=\"text-decoration: underline\">if a\/he does not attach to the application for a&nbsp;social scholarship a&nbsp;certificate from the social welfare center about the income and property situation of the family.<\/span><\/strong><\/p>\n<p><em>Attention should be paid to the content of a&nbsp;possible certificate from the social welfare centre (OPS, MOPS). The certificate is intended to relate to the income and property situation of the student and the student&#8217;s family.
